Hi Kevin,
We are based in Guincho, which is the place for high wind and great waves... Guincho is about 20 km north of Lisbon, near a small town called Cascais.
Albufeira is down in Algarve in the southern coast of Portugal. Albufeira and most of that coast is great for kiteboarding. In the summer Albufeira (town) is a crowded place, however you will have Falesia beach very close, were will not be a problem to rig and land kites. (the beach goes for miles up to Vilamoura).
In Algarve you will also find nice fellow kiteboarders in places like Portimão, Ferragudo, ilha de Faro...etc. Ferragudo is the home town of the Portuguese 2003 national champion.
The wind in Algarve, not being to strong (15-20 kts) is very predictable, none in the morning and usually kicks at 12-13h till the end of the day from West (side - side-on). When it is Levante (East) in Tarifa, this coast gets some swell, warmer water and nice consistent wind.
You should have a nice holiday for sure, for me the only down-side with Albufeira is the tourist crowd in the summer, but that is part of the plan...big parties and all that stuff ;-)
You can also check:
http://www.mar.com.pt/Surfaction/Spots.htm it has a list of Portuguese spots, some with photos and description, it is in Portuguese, but you will get the message ;-)
Have fun
